Russian disinformation on sanctions, Diesel deal and Starshield

The Doppelgänger campaign, which has been running since 2022, clones European leading media outlets and distributes content via synthetic accounts. Storm-1516 uses AI-generated deepfakes and receives support from an ecosystem financed by the Russian military intelligence service GRU, which includes the Social Design Agency, RT and Telegram channels ²⁸. According to a German cognitive resilience assessment document, the Foreign Office's first public attribution of Storm-1516 is stated as February and March 2025. This claim is disputed as multiple official sources date the formal public attribution to 12 December 2025 ²⁸.

The Matrjoschka/Overload campaign uses fake media videos in which logos of established media outlets are misused. Correctiv documented a fake CORRECTIV video as early as March 2026, with traces pointing to the Russian influence campaign Overload/Matrjoschka ¹⁵. NewsGuard presented a ten-year review of Russian disinformation on 1 September 2026 that catalogues key actors and techniques ⁴⁸. The Institute for Strategic Dialogue (ISD) described pro-Kremlin ecosystems in Europe on 1 May 2026 and on 20 February 2026 revealed a coordinated disinformation network that deliberately deployed AI and media imitation against the German election ⁴⁵+146 Institute for Strategic Dialogue.

DFRLab presented early evidence on 8 April 2026 under the title "Pravda in the Pipeline" that state-aligned Russian propaganda material has leaked into AI training data ⁴⁷. Research organisation CheckFirst documented on 10 June 2026 that Meta accepted payments for Russian propaganda content despite sanctions ⁴⁹. The German Bundestag published parliamentary document 21/5967 on 15 May 2026 on Russian influence and disinformation ⁵⁰. Elon Musk's role as a major donor in the US election campaign represents another background factor. The figure comes from a claimed source and has not been independently verified in the examined material ⁵⁴. According to an analysis by the Kyiv Independent from 16 October 2026, the situation in the European far-right camp is shifting. France's Rassemblement National and Nigel Farage have hardened their rhetoric against Moscow, whilst the AfD in Germany is moving in the opposite direction. The Kyiv Independent is a Ukrainian claimed source that substantively references the experts it interviewed ⁵⁶.

According to the reporting available, the Russian state media outlets RT and Sputnik, the state agency RIA Novosti, Kremlin-aligned Telegram channels such as Rybar and Intel Slava, the GRU-funded Social Design Agency, the Storm-1516 contractors and the Doppelgänger campaign network ¹⁰+523 RT English24 RIA Novosti28 AegisSight, Kognitive Resilienz für Deutschland, Vorstudie vom 17. Mai 2026 (S. 2)38 Telegram: Intel Slava39 Telegram/Rybar operate on the Russian side. In its report from 16 October 2026, Alethea names Operation Doppelgänger as a central Russian influence network targeting the US Midterms, Israel's election and France's 2027 presidential race ¹⁰. On 16 September 2026, Graphika described a Russia-aligned influence operation aimed at candidates in the US Midterms and German state elections ⁴⁴.

European analysts and German security agencies

According to PBS NewsHour, President Trump concluded a deal with Putin concerning Russian diesel on 10 October 2026, which several US media outlets classified as a clear reversal of US sanctions policy before the midterms ²⁰. WirtschaftsWoche commented on the threats following the diesel deal on 14 October 2026 in a market-liberal article ³¹. A week later, on 17 October 2026, Trump suspended the sanctions package of the Graham Act two days before its planned entry into force and informed Congress that the suspension was in the national interest.

The order lifts the 500 percent tariffs on Russian goods and the 100 percent secondary tariffs on countries that buy Russian oil and gas. The suspension remains in place until Trump or Rubio decide that further measures are appropriate ³⁴+136 Telegram: Eva Herman Offiziell. Independent journalistic confirmation of the details of the order existed in the examined material at the reference date only via the far-right COMPACT magazine and via pro-Russian Telegram channels and must therefore be treated as a claim.

Trump's position towards Kyiv hardened considerably during the examined period. On 10 October 2026, Trump stated, according to a statement cited by Jennifer Jacobs on X, that Selenskyj should stop Ukrainian attacks on Russian refineries because they drove up diesel prices and harmed US farmers, and that it was time for Ukraine to get a new president. Carlo Masala commented on this on X with Groundhog Day ⁶⁴+165 X: @JenniferJJacobs. On 11 October 2026, Trump announced, according to a statement directly cited by Mark Galeotti, an energy ceasefire that took immediate effect and to which both sides had agreed.

Galeotti referred to his podcast Diesel and Delusion and described the announcement as Trump's belated birthday present to Putin ⁶¹. By contrast, President Selenskyj confirmed, according to a report relayed by Nico Lange on 17 October 2026, that Ukraine's Starshield terminals continued to not function properly and Ukrainian interceptor drones against Russian jet-powered drones targeting civilians remained deactivated ⁶⁶.

US Secretary of State Marco Rubio stated, according to a RIA Novosti report from 18 October 2026, that Starshield was currently not available to Ukraine ²⁴. According to an Axios report cited verbatim by the Russian-language military channel Intel Slava on 18 October 2026, Ukrainian representatives cannot clarify whether the restrictions were ordered by the Trump administration or by Elon Musk. Internal SpaceX sources attributed the decision to the White House. The White House pointed to Musk. Musk personally suggested a restriction on satellite operations according to The Telegraph. The Kyiv Independent reported on 18 October 2026 that Selenskyj had spoken with Trump's peace envoy and stated that much depended on America's position whilst the US was moving to Moscow's side. On the disinformation side, Alethea published the report Operation Doppelgänger: Insight into the Russian Influence Network Against the US Midterms, Israel's Election and France's Race 2027 on 16 October 2026 ¹⁰. Bloomberg reported on 16 October 2026 that Russian bots were manipulating view counts of fake videos before the US midterms ¹¹. Graphika published an analysis on 16 September 2026 of a Russia-aligned influence operation targeting US midterm candidates and German state election candidates ⁴⁴.

The Ukrainian aggregator Перший бізнесовий relayed on 20 September 2026 a US intelligence warning in Russian stating that Russia was preparing to interfere in US elections and was expanding influence operations. The representation is a claim source without evidentiary value ⁴³. CeMAS documented over 2.8 million impressions per wave in the Doppelgänger campaign on X, according to a CeMAS blog post from 4 September 2026 on Operation Overload/Matryoshka and the assessment document ¹²+128 AegisSight, Kognitive Resilienz für Deutschland, Vorstudie vom 17. Mai 2026 (S. 2).

The Institute for Strategic Dialogue (ISD) supplemented the European perspective with a report from 1 May 2026 on pro-Kremlin ecosystems in Europe ⁴⁵ and with an analysis from 20 February 2026 on an AI-backed coordinated disinformation network targeting the German election ⁴⁶. NewsGuard published a ten-year assessment of Russian disinformation on 1 September 2026 ⁴⁸. DFRLab showed early evidence on 8 April 2026 that state-aligned Russian propaganda material was represented in AI training data ⁴⁷.

CheckFirst documented on 10 June 2026 that Meta accepted payments for Russian propaganda content despite sanctions ⁴⁹. The German Bundestag published Bundestag Paper 21/5967 on Russian interference and disinformation on 15 May 2026 ⁵⁰.

EUvsDisinfo highlighted on X on 8 October 2026 that the Kremlin narrative required an apparent collapse of Europe so that the continuation of sanctions could be presented as pointless, although this account was factually incorrect ⁶⁰. EUvsDisinfo also stated on 11 October 2026 that the Kremlin continued to falsely claim that Ukrainian women were being mobilised. EUvsDisinfo points out that this narrative has been recycled repeatedly since the start of the war, including the earlier claim that pregnant women were being sent to the front on bicycles ⁶.

The Institute for the Study of War reported on X on 16 October 2026 that senior Kremlin representatives rejected any concept of an energy ceasefire and had offered no concessions in peace negotiations ³. ISW formulated on 14 October 2026 the central lesson that Ukraine's partners must recognise the Kremlin strategy of disrupting Ukrainian and Western initiative and respond to it ⁴. RUSI published on X on 14 October 2026 the indication that following Ukrainian attacks on Yandex data centres, automated data traffic had declined according to Cloudflare data.

However, RUSI analyst Jarnecki warned that it was unclear how strongly Russian disinformation relied on Yandex infrastructure ⁵. @RALee85 pointed out on 13 October 2026 that there was no evidence for a pause in US intelligence sharing with Ukraine, despite corresponding speculation on Twitter and Telegram ⁷+18 X: @RALee85.

For the German-speaking region, t-online reported on 13 October 2026 that Russian sources had been mixing in AI disinformation in German elections ¹⁶. polisphere described on 30 September 2026 that Storm-1516 was increasingly targeting France and Germany ²¹. Carnegie Endowment analysed on 14 October 2026 the Kremlin's AI propaganda campaign under the title The Noise is the Signal ¹⁴. Table.Briefings documented on 28 August 2026 a CeMAS study on the discrediting of German development policy through Russian disinformation ²².

Correctiv showed on 9 September 2026 the risks of a pro-Russian bloc from AfD and BSW in Saxony-Anhalt ¹⁷. France 24 described on 14 October 2026 the established methods of Russian disinformation through Matryoshka and Storm-1516 ². InsightNews classified on 22 September 2026 Russian disinformation as a structural threat to Europe 2026 ²⁶. Mimikama reported on 15 September 2026 about fake media videos of the Matryoshka campaign in the election campaign ²⁵.

The author Nico Lange, who specialises in Eastern European security, classified on X on 9 October 2026 the motion brought jointly by AfD and BSW in the Saxony-Anhalt state parliament on peace talks instead of escalation of the war in Ukraine and contradicted its premise by pointing out that Russia was the aggressor and was not prepared for a ceasefire ⁵⁵.

RT English interpreted the Trump-Putin diesel deal on 12 October 2026 under the headline of a division of the West. RT is a Russian state medium and should be classified as a claim source without evidential value ²³. The Russian state agency RIA Novosti reported on 18 October 2026 that Rubio had spoken of Kyiv requests to grant Starshield access for attacks on Russia. The report is a Russian state media attribution, while Rubio's statement that Starshield is currently not available to Ukraine is backed by several agencies ²⁴.

The pro-Kremlin military blog Rybar commented on 14 October 2026 on the diesel deal and the Starshield situation ³⁹. Rybar operates from Berlin according to Correctiv ¹³. The Russian-language military channel Intel Slava reproduced word for word on 18 October 2026 the Axios report on the unclear jurisdiction between the Trump administration and Musk ³⁸. The Ukrainian aggregator АНТИКОР distributed on 13 October 2026 in Russian the assertion that Elon Musk had invested 366 million US dollars in US elections, of which 276 million in a few months. The assertion requires independent verification ⁵⁴.

In the German-language claim space, several channels are spreading narratives in a coordinated manner against EU sanctions and for the Trump line. The state-proximate Telegram channel Eva Herman Offiziell took up Rubio's Starshield statement on 18 October 2026 with the assertion that Ukraine was left without military protection ²⁷. On the same day it reported that Trump was putting the Russia sanctions package on ice and lifting the 500 per cent tariffs of the Graham law and the 100 per cent secondary tariffs ³⁶.

The far-right COMPACT magazine presented the proceedings on 18 October 2026 as a sensation and simultaneously promoted a Putin Patriots silver medal ³⁴. On 18 October 2026 it took up the line Merz denies cheap diesel and the narrative of damaging German sanctions policy ⁴¹. It claimed on 16 October 2026 that the extension of sanctions against Berlin journalist Hüseyin Dogru effectively abolished press freedom ³⁵. On 15 October 2026 it presented the Nord Stream trial as evidence that mainstream reporting was concealing ⁴².

On 18 October 2026 it classified an incident at Frankfurt airport as the next fake story with supposed Russia ties ⁴⁰. COMPACT is to be classified as state-proximate and treated as having low reliability. The Saxon far-right channel Freie Sachsen reported on 13 October 2026 that the EU foreign ministers had decided on a sanctions package that would impose penalties on 1600 people and seize Russian funds ³³. On the same day it called for Druschba Tuesday with 15 per cent discount on Saxon-Russian friendship flags ³².

AfD politician Björn Höcke declared on 15 October 2026 on Telegram that sanctions policy and weapons deliveries had failed and were harming the German economy. He called for a federal council initiative from his state for peace talks ³⁷.

The state-proximate Austrian Telegram channel AUF1 supplemented the spectrum on 16 and 17 October 2026 with two central narratives. On 16 October 2026 AUF1 claimed by reference to the Washington Post that Trump was working on a Ukraine peace plan in which the World Bank and BlackRock would take a central role in reconstruction, that NATO would assure Ukraine of support in the event of another Russian attack, that the war would be frozen along the existing front line and that the occupied Donbas territories would fall to Russia.

In return the economic relationship between the EU and Russia would be normalised ⁵². AUF1 is a state-proximate claim source and the original Washington Post report is missing from the material. On 17 October 2026 AUF1 distributed Trump's damning verdict You have destroyed this country about Zelenskyj and the linking of Ukrainian refinery attacks to higher world market prices ⁵⁸. The neo-Nazi channel Der III. Weg presented on 15 October 2026 Trump's diesel deal and the demand for a new Ukrainian president in the same reading and described the US president as decrepit ⁵³.

On 1 October 2026 it reported the deletion of Russian billionaires Alisher Usmanov and Mikhail Fridman from the EU sanctions list as a rotten compromise ⁵⁹. Both channels are to be classified as far-right or state-proximate respectively.

On X several non-Russian claim sources commented on Kremlin-proximate narratives. @TheStudyofWar, the X account of the Institute for the Study of War, emphasised on 16 October 2026 that senior Kremlin representatives rejected every concept of an energy ceasefire. On 14 October 2026 it stressed that Ukraine's partners must recognise the Kremlin strategy of disrupting its initiative ³+14 X: @TheStudyofWar. @EUvsDisinfo, the X account of the EEAS project, explained on 11 October 2026 that the Kremlin continued to falsely claim that Ukrainian women were being mobilised.

On 8 October 2026 it noted that the Kremlin narrative needed an alleged collapse of Europe as a reason to present sanctions as pointless ⁶+160 X: @EUvsDisinfo. @RALee85 rejected on 13 October 2026 claims on Twitter and Telegram that the USA had suspended intelligence sharing with Ukraine. It classified the delay of an air alert in Kyiv on 12 October 2026 as an occurrence that had happened multiple times since 2022 ⁷+18 X: @RALee85. @RUSI_org referred on 14 October 2026 to Cloudflare data on a decline in automated data traffic following Ukrainian attacks on Yandex data centres.

However it warned against premature conclusions about the dependence of Russian disinformation on Yandex infrastructure ⁵. Mark Galeotti classified on 11 October 2026 Trump's energy ceasefire announcement with scepticism and described it in his podcast as Trump's belated birthday present to Putin ⁶¹. Carlo Masala pointed out on 11 October 2026 with reference to Christopher Miller that Ukraine had no knowledge of a ceasefire. On 10 October 2026 it commented on Trump's attack on Zelenskyj with Groundhog Day ⁶²+363 X: @ChristopherJM64 X: @CarloMasala165 X: @JenniferJJacobs.

Nico Lange disagreed on 9 October 2026 with the premise of the AfD/BSW motion in the Landtag Saxony-Anhalt by pointing out that Russia was the aggressor, not Ukraine ⁵⁵. The aggregator RTVI.US repeated on 4 September 2026 in Russian the assertion that Trump was sending ICE agents to elections and that the USA had taken over Venezuelan oil ⁹. Independent confirmation of this assertion is not present in the available evidence.

In Ukrainian reporting the Kyiv Independent documented on 15 October 2026 via the Telegram channel OSINTdefender the support of Ukrainian attacks on Russian oil refineries by EU foreign policy chief Kaja Kallas as legitimate self-defence ⁶⁸. On 16 October 2026 it classified the division of the European Right in dealing with Moscow. Rassemblement National and Nigel Farage hardened their Russia rhetoric while the AfD in Germany pursued the opposite course ⁵⁶.

The picture of a US policy shift converging with an intensified Russian influence operation ahead of the midterms is becoming clearer. The diesel deal and its classification as a policy reversal are documented ²⁰+131 WirtschaftsWoche, as well as the unavailability of Starshield for Ukraine as of 18 October 2026 according to Rubio's statement ²⁴+127 Telegram: Eva Herman Offiziell. With the CNN analysis from 16 October 2026, that Trump denies interference in Starshield whilst relations with Zelenskyy are breaking down, there is now for the first time an independent Western quality source on the Starshield responsibility questions ⁵¹+157 CNN.

This supports the portrayal of unclear responsibility between the Trump administration and Musk alongside Axios, NBC and The Telegraph ¹⁹+138 Telegram: Intel Slava. In the material examined, Trump's suspension of the Graham sanctions package continues to be reported only via pro-Russian Telegram channels and COMPACT, and therefore has not yet been reported in a quality outlet ³⁴+136 Telegram: Eva Herman Offiziell. Independent verification by quality media or primary sources is urgently needed before the claim can be presented as fact. Regarding Starshield access after speed restrictions, there is an open contradiction between ISW and Nico Lange and Zelenskyy ³+266 X: @JimmySecUK67 X: @nicolange_.

Trump's action against Zelenskyy is documented through Jennifer Jacobs quotes from 10 October 2026, and was publicly assessed by experts such as Carlo Masala and Mark Galeotti ⁶¹+462 X: @CarloMasala163 X: @ChristopherJM64 X: @CarloMasala165 X: @JenniferJJacobs. In the disinformation section, it is documented that Alethea describes the Russian influence network Doppelgänger on 16 October 2026 as being directed against the US midterms, Israel's election and France's 2027 race ¹⁰, and Bloomberg documents manipulation of view counts of fake videos by Russian bots ¹¹. The Graphika report from 16 September 2026 provides a second independent expert analysis of a Russia aligned influence operation against US midterm candidates and German state elections ⁴⁴.

The analyses by the Institute for Strategic Dialogue on pro-Kremlin ecosystems in Europe and on an AI enabled coordinated disinformation network against the German election ⁴⁵+146 Institute for Strategic Dialogue, the NewsGuard assessment ⁴⁸, the DFRLab analysis of Pravda material in AI training data ⁴⁷, the CheckFirst documentation of Meta payments to Russian propaganda channels ⁴⁹ and Bundestag paper 21/5967 ⁵⁰ together paint a consistent, multiply supported picture of the AI enabled Russian campaign landscape.

The CeMAS figure of over 2.8 million views per wave appears in two outlets ¹²+128 AegisSight, Kognitive Resilienz für Deutschland, Vorstudie vom 17. Mai 2026 (S. 2). The attribution of Storm-1516 by the Foreign Office in February and March 2025 is refuted by evidence review. The formal public attribution dates to 12 December 2025.
