Uncertainty about artificial intelligence divides the population and experts

Public opinion on artificial intelligence is divided in Germany, the EU and the USA. Usage and everyday application are increasing at the same time as trust and concern are unequally distributed ⁵.
In Germany, according to Bitkom and other surveys, the spread of AI in everyday life is increasing while trust is declining ⁵. A forsa survey commissioned by SAS reports increased consumer confidence by contrast ²⁵.
The Ipsos AI Monitor 2026 sees the gap between wonder and concern deepening worldwide and Germany is under international pressure on acceptance ²⁸. According to Pew Research, young US adults in particular are becoming increasingly sceptical and fear job loss ⁴⁶.
New studies document psychological strain from intensive AI use. The MIT Media Lab finds that extensive chatbot use can intensify feelings of loneliness ⁴⁸. The American Psychological Association and a medRxiv clinical study describe cases under the term AI psychosis in which intensive chatbot use promotes delusional states ⁵⁷.
The scientific community is divided on the topic of existential AI risk. Expert surveys, reviews and debates such as that between Geoffrey Hinton and Andrew Ng at the Ai4 conference document substantial differences of opinion ¹¹. The AI Futures Project has pushed back its apocalyptic timeline ⁵⁴.
The International AI Safety Report 2026 led by Yoshua Bengio consolidates the scientific state of knowledge on advanced AI risks ³⁷. UNESCO has presented a global progress report on the implementation of its AI ethics recommendation ⁵⁵.
Christian institutions call for ethical guardrails. Pope Leo XIV demands in the encyclical Magnifica Humanitas that AI must serve humanity ¹. The World Council of Churches emphasises the service of peace ¹⁹. The German Bishops' Conference pushes for ethical rules ²⁰. The EU bishops call for alignment with the common good ⁶⁰.
In Germany, statements and recommendations from the Ethics Council, Leopoldina and the Conference of Education Ministers are available to govern the use of AI in society, science and education ¹³. The Bundestag Digital Committee publicly discussed the implementation of the AI regulation in March 2026 ⁶⁴. The Bertelsmann Foundation has presented AI competency profiles for the administration ⁵⁶.
In the education and research sector, recommendations and usage findings are accumulating. Brookings ³, the EU-OECD framework for AI competency ²³, an OECD report on learning ³⁵, the HEPI survey on widespread AI use by students in Britain ⁵², the youth trends study by Simon Schnetzer ²² and a Laborjournal overview of everyday use by researchers ⁶³ point to structural need for action.
The AI warning voice Eliezer Yudkowsky considers a catastrophic outcome of AI development to be likely ²⁷. Libertarian voices strongly disagree ⁴⁴ while the Friedrich Naumann Foundation, which is linked to liberalism, takes existential AI risks seriously in a policy paper ⁶¹.

Societal and professional foundations

The public debate about opportunities and risks of artificial intelligence has intensified over recent years. A key reference point is the short statement published in 2023 by leading AI experts, in which the risk of extinction from AI was placed on a level with other global risks. The statement continues to be referenced today as the starting point of the public debate about existential risks ²⁴. The International AI Safety Report 2026 under the leadership of Yoshua Bengio has been bringing together the state of scientific knowledge about risks of advanced AI since January 2026 and serves as a shared reference for policymakers and the expert public ³⁷.

Additionally, UNESCO presented a global progress report in March 2026 on the implementation of its AI ethics recommendation, which continues the debate about international standards ⁵⁵.

In parallel, German scientific and advisory bodies established foundations early on. The German Ethics Council presented its statement Man and Machine in March 2023 ¹³. The National Academy Leopoldina followed in 2024 with a discussion paper on generative AI, in which it called for an assessment beyond euphoria and simple solutions ¹⁴. The Standing Conference of the Ministers of Education and Cultural Affairs adopted an action recommendation in October 2024 on how schools should handle AI ¹⁵.

In March 2026, the Digital Committee of the German Bundestag publicly discussed the implementation of the AI Regulation ⁶⁴. In June 2026, the European Commission and the OECD also launched a joint framework for AI competence at primary and secondary schools ²³. For public administration, the Bertelsmann Foundation presented AI competency profiles in October 2025, which determine what skills different employees need ⁵⁶.

On the church side, statements from the World Council of Churches in November 2024 ¹⁹ and the German Bishops' Conference in September 2024 ²⁰ formed the basis for the later encyclical Magnifica Humanitas by Pope Leo XIV in May 2026 ¹. The EU bishops' conferences additionally call for AI to be aligned with the common good ⁶⁰.

Voices from research, committees and society

Research on public opinion and statistics draws on Pew Research, which collates key findings on US public views of AI ⁷ and documents growing scepticism among young adults ⁴⁶. Stanford HAI publishes a chapter on public opinion in the AI Index Report 2026 ⁸. At the European level the Special Eurobarometer on the Digital Decade 2026 by the European Commission provides data on perceptions in the EU ⁹. Internationally Euronews notes based on trust data that AI and its providers have not won over the public ³². MIT Technology Review describes an era of AI unease ³⁹.

Academic and scientific institutions contribute research and analysis. RAND assesses the state of AGI forecasting and scenario analysis in a research report ² and documents chatbot use among young Americans for mental health support ²⁶. The platform 80,000 Hours summarises expert forecasts on AGI timelines ¹⁰. A preprint study on arxiv.org investigates why experts disagree on existential AI risks ¹¹. A review article at Springer highlights the silent assumptions behind existential risks ¹².

A further Springer survey from November 2025 asks specifically why the expert community remains divided ⁴¹. The International AI Safety Report 2026 led by Yoshua Bengio collates the current state of knowledge ³⁷. Nature discusses the plausibility of AI doomsday warnings ³⁸. The American Psychological Association classifies the term AI psychosis ⁵⁷. A medRxiv clinical study at a large university hospital documents clinical presentations and risk groups ⁵⁸. The journal Laborjournal shows how researchers use AI in everyday life ⁶³. Geoffrey Hinton and Yann LeCun stand out as prominent individual voices. Hinton, according to reports from the Globe and Mail, the Deutsches Ärzteblatt and CBS News, repeatedly warns of loss of control by AI ¹⁶.

LeCun, according to a CNBC report, criticises Musk's xAI ¹⁷. At the AI4 conference 2026 Hinton and Andrew Ng argued openly about existential AI risks according to Techtimes ⁴². Eliezer Yudkowsky has published a new book titled If Anyone Builds It, Everyone Dies according to the NZZ ²⁷. Libertarian commentators such as Reason sharply reject this work ⁴⁴. According to the conservative magazine Hungarian Conservative the AI Futures Project has postponed its superintelligence timeline ⁵⁴.

The Friedrich-Naumann Foundation associated with liberalism takes existential AI risks seriously in a policy paper and calls for political foresight ⁶¹. The science journalism perspective extends to a column in Spektrum that aims to end the hype around AI ⁴⁵.

State and advisory bodies in Germany include the German Ethics Council ¹³, the National Academy Leopoldina ¹⁴, the Conference of Ministers of Education ¹⁵, the German Bundestag with its public hearing of the Digital Committee on the AI Regulation ⁶⁴ and the Bertelsmann Foundation with AI competency profiles for administration ⁵⁶. Internationally UNESCO classifies global implementation with the progress report on the AI Ethics Recommendation ⁵⁵.

Religious institutions contributing perspectives include the Vatican with Pope Leo XIV and the encyclical Magnifica Humanitas ¹, EU Bishops Conferences ⁶⁰, the World Council of Churches ¹⁹ and the German Bishops Conference ²⁰.

Education and youth-focused research includes work from the Brookings Institution, a US think tank with a report on school in an AI world ³. The specialist publication Inside Higher Ed reports on AI use and pressures on young people ²¹. The Higher Education Policy Institute documents widespread use of generative AI among students in the United Kingdom ⁵². The German trend study Youth in Germany 2026 and a special analysis by Simon Schnetzer document attitudes and concerns among young people and their experience of AI in school and everyday life ²².

The OECD and the European Commission have launched an AI Literacy Framework for primary and secondary schools ²³. An OECD report shows that AI can both undermine and improve school learning ³⁵. Surveys, concerns and scientific debate

Surveys and sentiment pictures. The AI Index Report 2026, Pew Research and the current Pew survey Americans and AI 2026 paint a picture for the USA of growing usage and widespread concern ⁷. A Pew brief from August 2026 shows that young US adults are becoming increasingly sceptical and fear job losses ⁴⁶. A forsa survey commissioned by SAS reports by contrast in February 2026 of increased consumer trust in AI ²⁵. The findings stand side by side without a shared methodological basis. An Allensbach study highlights the growing importance of media literacy ³⁰. MIT Technology Review speaks in April 2026 of an era of AI unease in which enthusiasm and scepticism sit closely together ³⁹.

Work and administration. Heise reports at the end of August 2026 on a study according to which people with deeper AI understanding fear for their jobs more than AI novices ⁴. An analysis of the AI monitor of TU Darmstadt confirms concern about job losses as the key motif of employees ⁵⁰. The Bertelsmann Foundation presented in October 2025 AI competence profiles for the public administration and allocated which employees need which skills ⁵⁶. The Bundestag Digital Committee discussed in a public hearing on 17 March 2026 the implementation of the AI regulation ⁶⁴.

Education and youth. The Brookings report from January 2026 recommends a fundamental reorientation of school education for a world with AI ³. The OECD and European Commission launched in June 2026 a joint framework for AI competence at primary and secondary schools ²³. An OECD report concludes that AI can both undermine and improve school learning ³⁵. The German School Portal sets out the conditions under which AI helps or harms learning ³⁴.

The HEPI survey 2026 documents widespread use of generative AI among students in the United Kingdom ⁵². Inside Higher Ed reports in February 2026 that young people's AI usage mirrors their everyday stress ²¹. The trend study Youth in Germany 2026 and a special analysis by Simon Schnetzer place the attitudes of young people and their experience of AI in school and everyday life ²². RAND reports in June 2026 that almost one in five young Americans use AI chatbots for mental health help ²⁶. The World Council of Churches emphasised in November 2024 that AI must serve peace ¹⁹. The German Bishops' Conference backed ethical rules in September 2024 ²⁰. The EU Bishops' Conferences urge in January 2026 that AI be oriented towards the common good ⁶⁰. UNESCO presented in March 2026 a global progress report on the implementation of its AI ethics recommendation ⁵⁵. In Germany the statements from Ethics Council ¹³ and Leopoldina ¹⁴ remain available as reference points.

Scientific dispute. According to expert surveys and review articles there are significant disagreements in the field about how high the existential risk from advanced AI should be assessed ¹¹. The International AI Safety Report 2026 under the leadership of Yoshua Bengio brings together the current state of scientific knowledge ³⁷. Nature discusses in 2026 how realistic current doomsday warnings are ³⁸. MIT Technology Review devotes a roundtable to the topic on 11 September 2026 ⁴⁰.

According to Techtimes Geoffrey Hinton and Andrew Ng publicly disputed existential AI risks at the Ai4 conference 2026 ⁴². CBS News quotes Hinton in April 2026 warning of loss of control through AI ⁵³. According to NZZ the AI warning voice Eliezer Yudkowsky published a new book with the title If Anyone Builds It, Everyone Dies ²⁷. The libertarian US magazine Reason rejects his forecast and disputes the imminence of dangerous superintelligence ⁴⁴.

The conservative magazine Hungarian Conservative reports in August 2026 that the AI Futures Project has pushed back its superintelligence timeline ⁵⁴. The Friedrich Naumann Foundation for Liberty demands in a policy paper political precaution against existential AI risks ⁶¹. The German science magazine Spektrum pleads in a column for an end to the AI hype ⁴⁵. On the question of AGI timelines a review from 80,000 Hours from March 2025 reports that expert forecasts have on average become shorter ¹⁰.

According to fact checking this statement is disputed in the technical debate. The AI Futures Project itself recently pushed back its timeline ⁵⁴. RAND places the current state of the field in context in an analysis ².

Prominent individual voices. The Globe and Mail reported in October 2024 that Geoffrey Hinton, who warns of dangers of technology, received the Physics Nobel Prize ¹⁶. The German Medical Journal confirms the warnings of the Nobel laureate about dangers of Artificial Intelligence ⁴³. CBS News continues his warning about loss of control ⁵³. According to a CNBC report from June 2026 Yann LeCun, one of the Godfathers of AI, called Elon Musk's company xAI a failure and warned of a large AI bubble ¹⁷. According to fact checking the xAI statement still lacks broader independent confirmation.

Contradictions, conflict and pressure to act

The data shows a society that increasingly uses AI and at the same time struggles with scepticism, concern and ethical questions ⁵. Contradictory trust values in Germany, on the one hand declining trust according to Bitkom, EY and Ipsos, on the other hand rising trust according to forsa on behalf of SAS, suggest that trust questions depend strongly on the phrasing of the question, target group and timing ⁵. A unified picture of sentiment cannot be derived from this.

The international context, in which Euronews and MIT Technology Review speak of persistent unease, is consistent with the German finding of widespread scepticism ³². The Pew findings on young US adults suggest that concern about jobs is becoming a generationally defining motive in the AI debate ⁴⁶.

In science, the dispute over the extent and time horizon of risks continues to dominate. Expert surveys, meta-analyses and recent reviews show that both the assessment of existential risks and AGI timelines are inconsistent and are methodologically criticised ². Public debates such as the dispute between Hinton and Ng at the Ai4 conference ⁴², the escalation through Yudkowsky's new book ²⁷ together with a response in Reason ⁴⁴, the shift in the timeline through the AI Futures Project ⁵⁴, the roundtables from MIT Technology Review ⁴⁰ and the Nature classification ³⁸ show that the dispute is also played out outside of pure specialist literature.

The policy paper from the Friedrich-Naumann Foundation expands the spectrum to include a voice connected to liberalism that does not dismiss existential risks ⁶¹. The International AI Safety Report 2026 led by Yoshua Bengio provides a reliable common reference point ³⁷, complemented by the classification from German expert committees ¹³ and the UNESCO progress report ⁵⁵.

In the education sector, the pressure to act continues to grow. Recommendations from Brookings ³, the EU-OECD framework for AI competence ²³, the OECD report on opportunities and risks in school learning ³⁵, the action recommendation from the Conference of Ministers of Culture ¹⁵ and the findings of the Allensbach study on media literacy ³⁰ point to a structured need for adaptation. The HEPI survey on the broad use of generative AI by students ⁵² and the Simon-Schnetzer analysis on young people's experience of AI ⁶² complement the picture with practical usage.

Findings on youth and everyday life also suggest that stress and usage are closely interconnected ²¹. The RAND survey on chatbot use for mental health support among young Americans marks a sensitive new area of application in which benefits and risks lie particularly close together ²⁶. Recent work from MIT Media Lab, APA and medRxiv on AI-induced loneliness and AI psychosis underscore that clinical risks of intensive chatbot use are taken seriously ⁴⁸.

The ethical and religious debate has gained visibility with the encyclical Magnifica Humanitas from Pope Leo XIV and joins the already existing positions of the World Council of Churches, German Bishops' Conference and EU bishops ¹. Business and specialist debates such as LeCun's criticism of xAI ¹⁷, the doomsday escalation through Yudkowsky ²⁷ and the critical Spectrum column on the AI hype ⁴⁵ show that the controversy is also played out within the AI and scientific community, whilst prominent warnings from prize winners such as Hinton lend additional weight to the debate ¹⁶.

In Germany, the public hearing of the Federal Parliament's Digital Committee on the AI Regulation ⁶⁴ and the competence work of the Bertelsmann Foundation for administration ⁵⁶ are increasingly anchoring the debate in administrative action.
