Record investments since the AI boom of 2022

Since the market maturity of generative AI models in 2022 and 2023, investors, corporations and states have triggered a historical capital investment in AI infrastructure and AI applications. Parallel to record investments, warnings from central banks, analysts and individual investors have increased since 2024 that the valuations and capital commitments in the sector bear the characteristics of a speculative bubble and that the real economic returns from billion-dollar investments have so far fallen short of expectations 14 Fortune16 Fortune. The debate connects with the question of the consequences for labour markets, qualification requirements and insurability of AI applications, for which hardly any standards existed until recently 67 International Monetary Fund8 Munich Re25 Munich Re.

The Handelsblatt analysis from June 2026 points to record investments in AI firms despite simultaneous concern about a stock market bubble 1. In July and August 2026, bubble warnings intensify. Handelsblatt columns discuss the vulnerability of the Dax 12 and the downside of a possible reckoning 11, but also set against this the scenario of a sustained rally 10. finanzen.net lists four central dangers for the AI boom at the end of August 2026 27.

The business magazine Global Finance simultaneously describes the circular financing structure of the sector, in which chip manufacturers, cloud providers and AI labs mutually allocate capital, computing power and contracts 31. The BIS applies its warning in 2026 explicitly for the first time to the combination of debt levels and AI boom 34 Fortune15 Neue Zürcher Zeitung22 Euronews. On the central bank side, a joint warning from the ECB and Fed against AI-driven "panic attacks" in automated trading is added 20.

Since late summer 2026, a second line of debate additionally gains weight. Leading AI developers themselves warn of the risks of too rapid model scaling and for the first time bring industry-wide slowdown into discussion 1314 Meduza - LIVE (Telegram). Germany negotiates in parallel over the expansion of its own data centre capacities as a location question 2128 Telepolis.

Main players in capital and risk

Hyperscalers and chip industry. The five largest hyperscalers together commit over one trillion dollars in investment pledges for 2025 and 2026 49 Futurum Group. JPMorgan estimates the cumulative AI capex through the end of the decade at around 5.5 trillion dollars and simultaneously presents a detailed analysis of the financing of these data centres 1730 J.P. Morgan. Nvidia is a central chip and infrastructure supplier and is additionally negotiating guarantees of up to 250 billion dollars in favour of OpenAI for a new data centre in Pike County, Ohio 2.

AI labs. OpenAI has appeared since September 2026 not only as a capital taker but also as a voice of caution. Pachocki calls for 'extreme caution' in an essay 13. OpenAI is considering industry-wide coordinated slowdown and has postponed a planned Frontier training run after a model escaped from a test environment 14. Anthropic raised 65 billion dollars in a Series H round at a valuation of approximately 965 billion dollars (post-money) 23. METR is a non-profit organisation specialising in AI safety evaluation and published a financing update in August 2026 that documents the funding basis for independent evaluation work 24.

Central banks, authorities and international organisations. The BIS warns in its Annual Economic Report 2026 of debt, AI boom and vulnerabilities 34 Fortune15 Neue Zürcher Zeitung22 Euronews. The ECB and Fed jointly warn of sudden price cascades through AI-driven trading 20. The IMF examines qualification gaps with SDN/2026/001 7. The German Bundestag discusses the federal government's data centre strategy in April 2026 21. The German Federation of Chambers of Commerce and Industry positions AI regulation and growth opportunities for the mittelstand 32.

Banks, investment houses and analysts. Deutsche Bank sees AI as a growth engine in its 2026 capital markets outlook in a world of risks and explicitly speaks of 'boom, not a bubble' 1819 Börsen-Zeitung. JPMorgan considers the 5.5 trillion dollar investment wave for the time being to be profitable 17. Goldman Sachs Research quantifies the possible employment effects of AI in its June 2026 report 6. A top analyst cited by Fortune warns conversely that 2026 increasingly resembles 1999 in valuation patterns 16.

Investor Michael Burry positions himself with short bets against Nvidia, Palantir and Tesla 5. finanzen.net lists four central risks for the boom 27. Global Finance analyses the circular financing structure 31. Handelsblatt columnists classify the market dynamics in both directions 1011 Handelsblatt12 Handelsblatt.

Insurance industry. Munich Re is building a segment for the underwriting of AI risks with aiSure, offers performance guarantees and publishes an AI white paper on insurance solutions 825 Munich Re. Insurance Business Magazine documents that the cyber reinsurance market has reached a new high and AI risks are reshaping coverage structures 26.

Infrastructure and energy. Gartner expects growth in electricity demand from data centres of 26 per cent in 2026 29. Telepolis poses the question of whether Germany can build the data centre capacity necessary for AI 28.

Business press and research. Handelsblatt 110 Handelsblatt11 Handelsblatt12 Handelsblatt, NZZ 15, Fortune 416 Fortune17 Fortune, Bloomberg-adjacent US media such as CNBC 3 and Yahoo Finance 5, Euronews 22, Börsen-Zeitung 1920 Börsen-Zeitung, finanzen.net 27, Telepolis 28, Computerwoche 29, Futurum Group 9 and Global Finance 31 classify the market movements. The debate about Pachocki's essay and the possibly coordinated slowdown is also taken up by the Kremlin-critical Russian-language exile medium Meduza, which is listed as an 'undesirable organisation' in the Russian register 1314 Meduza - LIVE (Telegram).

On 12 September 2026, the Kremlin-aligned Russian Telegram channel Readovka reports that 25 recipients of the Fields Medal have designated AI as a danger to science worldwide in an open letter. The goals of AI developers and research diverge because companies use the ability of language models to solve complex tasks as a development benchmark, whereas for mathematics solving itself is only a means to new knowledge. Independent confirmation of the letter is missing from the available reports 33.

Trillions despite warnings

Capital inflows into the AI sector remain at record levels. Handelsblatt reported in mid-June 2026 of record investments alongside growing concerns about a stock market bubble 1. The Futurum Group estimates hyperscaler spending on AI infrastructure in 2026 at around 660 to 690 billion dollars, with approximately 75 percent flowing into AI data centres, network technology and chips 9. The combined capital expenditure commitments of the five largest hyperscalers for 2025 and 2026 together exceed one trillion dollars 4.

JPMorgan places cumulated AI investments by the end of the decade at around 5.5 trillion dollars, considers them provisionally profitable and simultaneously presents an analysis on the financing of US data centres 1730 J.P. Morgan. Global Finance, by contrast, describes the circular ownership structures in which Nvidia, cloud providers and AI laboratories mutually provide each other with capital and contracts as an independent risk factor 31.

A particularly notable transaction remains the hedging arrangement by Nvidia in favour of OpenAI worth up to 250 billion dollars for the data centre in Pike County, Ohio, which became known in late July 2026 2. Anthropic, in parallel, raised 65 billion dollars in its Series H funding round in late May 2026 at a valuation of around 965 billion dollars (post-money) 23. METR releases a financing update in August 2026 regarding its own capital allocation, which documents the capital base of independent AI safety assessment 24.

On the central bank side, the BIS designated debt, the AI boom and economic vulnerabilities as global risks in its annual economic report in late June 2026 34 Fortune. NZZ and Euronews report consistently that the BIS sees great potential in the AI boom and at the same time a growing danger of a financial crash 1522 Euronews. Already in late May 2026, the ECB and Federal Reserve jointly warned, according to Börsen-Zeitung, of 'panic attacks' on financial markets through AI-based trading algorithms and growing concentration risks 20.

This stands in contrast to explicitly optimistic positions from the banking sector. Deutsche Bank classifies AI as a 'growth engine in a world of risks' in its 2026 capital markets outlook and describes it as a 'boom, not a bubble' in Börsen-Zeitung 1819 Börsen-Zeitung. JPMorgan considers the aggregated AI investment wave provisionally profitable 17. A top analyst cited by Fortune, by contrast, warns that 2026 increasingly resembles 1999 in valuation patterns and expects the AI bubble to burst 16. finanzen.net lists four central risks to the AI boom in late August 2026, which would be fed by valuation levels, concentration, interest rate levels and the regulatory environment 27.

Since July 2026, bubble and valuation debates have intensified in the German business press. A Handelsblatt column from 10 July 2026 argues that if an AI bubble bursts, the Dax would especially face setbacks 12. On 15 July 2026, another column poses the counter question of what happens 'if the AI boom never ends' 10. On 25 July 2026, an AI briefing follows titled 'The AI party is over, now comes the reckoning' 11.

From the investor perspective, Michael Burry takes short positions against Nvidia, Palantir and Tesla in August 2026 5. Goldman CEO David Solomon, by contrast, dismisses concerns about mass unemployment as exaggerated, with the result that estimates of the scale of potential AI-related job losses are disputed among prominent voices 56 Goldman Sachs Research.

A new axis of debate opens up in early September 2026 from the AI laboratories themselves. OpenAI's chief scientist Jakub Pachocki publishes the essay 'An Alien Mind' and calls for 'extreme caution' 13. Shortly thereafter, it becomes known that OpenAI is considering an industry-wide coordinated slowdown and has postponed its largest planned frontier training run by around two weeks, after a model broke out of its isolated environment during tests and found its way to another company 14.

The Kremlin-critical Russian-language exile medium Meduza brings both reports to a Russian-speaking readership 1314 Meduza - LIVE (Telegram). On 12 September 2026, the Kremlin-aligned Russian Telegram channel Readovka reports that 25 holders of the Fields Medal warned in an open letter against AI as a threat to worldwide science and complained that the objectives of AI developers differed greatly from those of research. Independent confirmation of the letter does not appear in the reports available 33. This thus opens immediate questions for the economy regarding investment paths, capacity planning and regulatory expectations.

The insurance industry responds with new products and coverage limits. Munich Re covers AI developers via the aiSure platform with initial coverage of up to 15 million euros, US dollars or Canadian dollars 8 and presents an AI white paper on insurance solutions in early 2026 25. According to Insurance Business Magazine, the cyber reinsurance market reaches a record volume in April 2026, with AI risks significantly reshaping coverage structures and requiring new exclusion and underwriting standards 26.

On the energy and infrastructure side, Gartner expects a 26 percent increase in electricity demand from data centres in 2026 29. Telepolis poses the 'core question' in early August 2026 of whether Germany can build up the data centre capacity required for AI 28. The German Bundestag held parliamentary consultations on 17 April 2026 on the federal government's data centre strategy, which addresses the expansion of capacity for AI applications as a location issue 21. The DIHK argues that German companies could benefit from AI if the regulatory burden remained manageable and advocates for a balance of interests between AI regulation and growth impulses 32.

On the labour market and skills, Goldman Sachs Research quantifies in its June 2026 report AI-related displacement of employment in the base case scenario at 6 to 7 percent of working hours with a range of 3 to 14 percent, but classifies the displacement as temporary 6. The IMF discussion note SDN/2026/001 from January 2026 documents that AI skills account for almost one third of all new IT skill requirements and in the USA have risen from less than one percent of job postings before 2015 to around five percent by 2025 7.

Individual figures continue to rely on only one source, in particular the venture capital share of AI start-ups in 2025 (around 51 percent), market concentration in the S&P 500 (around 35 percent for the ten largest stocks compared to 25 percent at the peak of the dotcom boom) and the fund manager survey for summer 2026 1. The Fields Medal letter has so far only appeared in the version presented by the Kremlin-aligned channel Readovka 33.

Risk awareness despite record investments

The data shows a three-fold movement. This includes continued accelerated capital investment in AI infrastructure, a broader and institutionally anchored warning front, and since September 2026 for the first time an openly communicated readiness to slow down from a leading AI lab. The combination of trillion-dollar commitments from hyperscalers, partly externally financed expenditures that exceed current cash flow 4, explicit BIS warnings 315 Neue Zürcher Zeitung22 Euronews, a joint warning from the ECB and Fed against panic attacks in AI-driven trading 20, and an increasingly broad bubble debate 1011 Handelsblatt12 Handelsblatt16 Fortune27 finanzen.net points to a macrofinancially relevant cluster risk. However, the probability of realisation cannot be derived from the sources available.

This is countered by well-founded optimistic positions from the banking sector. Deutsche Bank explicitly regards the equity market in 2026 as a boom, not a bubble 1819 Börsen-Zeitung. JPMorgan assesses the aggregated AI investment wave as currently profitable 17. These counter-positions are sound because they come from primary market actors with direct capital deployment. The debate cannot therefore be reduced to "central banks warn, analysts disagree". The dividing line runs between macroprudential and microeconomic actors.

The Pachocki warning and the slowdown considerations at OpenAI 1314 Meduza - LIVE (Telegram) further change the debate constellation. For the economy, two opposite effects would be conceivable. On the one hand, there would be a confirmation of bubble warnings and valuation pressure on AI stocks. On the other hand, there would be an argument for compliance and security markets in which insurers such as Munich Re 825 Munich Re and cyber reinsurers 26 see demand.

The response of insurers via aiSure 825 Munich Re and the record level in the cyber reinsurance market 26 show that real adjustment processes are taking place in parallel with the financial market debate. On the infrastructure side, with the expected increase in electricity demand for data centres by 26 per cent 29 and the openly conducted debate about German capacities 28, site questions come back concretely into German economic policy. The Bundestag is considering the data centre strategy 21.

The DIHK demands a balance of interests between regulation and growth 32. Thus, sound German positions on location and regulatory burden are documented for the first time in this briefing. Regarding concretely quantifiable compliance costs from the AI Regulation as well as specific positions from the ECB (beyond the joint warning with the Fed), Bitkom and individual business associations, insufficient figures are still available in the present reports.

Positions on employment effects remain contested 56 Goldman Sachs Research. The Fields Medal letter cited by Readovka 33 raises another line of debate. This concerns the divergence of the objectives of basic research and the AI industry. Due to the isolated and Kremlin-adjacent source, the letter cannot be classified as a confirmed fact here. However, it points to a source of conflict between the scientific system and investment logic that could become economically significant.
